The middle aged woman sat by a window at a two seat table in a popular tea and coffee shop. It was a busy hour, plenty of people grabbed a bite to eat while on break or hoping for a pick me up with a bitter caffeinated drink. There was a sense that the place was short staffed because of the number of customers about.
The woman was waiting for someone. She had a slight issue finding this empty space when there never seemed to be enough chairs for every customer, but her posture kept the other seat free, as it didn't encourage anyone hoping for a chair to approach.
She was waiting for a client. The nature of the exchange to come was largely confidential, but both had agreed to come to this public space where the noise itself acted as a mask. Some clients might not know her face, but this one should be able to recognize her and approach.
(You are the client. As luda is rather diverse in her trade, pick your own reason for this meeting. She works with information gathering, through a variety of means. She has nothing against working for or against the government, so your motive doesn't matter.)

(Sealed, Suppressed, et al) "Sorry for the lateness." The man was right on time, at the time they had arranged, but he was a stickler for time, and had a reputation for always being at least five minutes early when meeting with people. The ebony man, clad in his purple 'dress formals' took off his sunglasses, ran a hand through his dark brown, windblown hair that was, fortunately, mostly all in braids, and could be tidied back up. If one looked well enough, they would see the faint outline of a well-muscled physique beneath the suit, but due to the bulky nature of the blazer, and the slacks (which were tailored, like most slacks, to be a little loose around the leg), it might escape the notice of someone who wasn't looking for it. The man had about two rings each on each of his fingers, and one each on his thumbs, and with the fine dark purple of his suit, one might even think that all he would need is a 'pimp hat' with a feather in it to complete the stereotypical ensemble of a classy street pimp. "The only great side to waiting for buses that don't show up when you expect them to, is the great conversation you sometimes have at the stops."He took a seat across from her, steepled his hands over the table, then leaned forward expectantly. There was a strong, intense vibe of child-like enthusiasm as he looked across the table at her, although there was also a visible (albeit thin) air of dignity and strength about him, the kind that would, in addition to his 6'7" height, intimidate most people he came across the street.....unless you were one of the many people he would nervously apologize to, going "Excuse me" when he bumped into them, or accidently hit his head with an overhanging sign he had been too preoccupied to notice, or you had seen him with a sheepish grin any of the times he had nearly walked out into traffic while his nose was buried in some book or another. But, whatever he was, whomever he was, he was here, right now, and he had business to conduct. "Alright... What've we got?"

The female reached her hand out to gently grab the hot tea she had ordered. Her posture shifted to a more relaxed one now that the seat was taken by the person she'd agreed to meet. She wasn't planning to waste his time, but she also wasn't quick to begin.
"you're not going to order anything?" she asked when she looked up at tall male across from her. He looked more interested in what she had to share than she was in sharing it like a child almost, but only in his facial expression. She did not think she could linger on pleasantries for long.
She pulled out a folded piece of paper, clearly a map, and pushed it across the table. It was a map anyone could have gotten from the local travel and tourist borough. Luda had written in some things which were invisible for now while the paper remained folded over, indicating a few sanctuary locations which from an outsider's perspective had no relationship to one another.
"your card came" she stated in a tone that indicated little to do with the map, though the concerning document was also present within the folds of the map. With it Maximillion would basically have legal status here, meaning potential access to facilities and leisure, the ability to buy and sell property, and more. you couldn't really do that sort of thing without some legal form of ID, or a middleman who would be trustworthy.
These days some people, were getting microchip IDs that could allow machines to recognize a person without ever showing a card. even things like digital transactions could be made using an embedded chip but it was still a technology which had not reached all the classes. The potential for government abuse if such became required for all was concerning, one of many things to hinder for those who were not tricked by what the government said.
It should be useful for Maximillion, especially if he was going to try and pull strings in the economics here.XARXU (OOC)

Maximillion B. VonMitternachtHe was pleasantly surprised at the gesture, although he was learned enough to know that this was also a means for him to better fulfill whatever purpose this person, and whomever else, might have for him in Sanctuary.
He reached a hand over the table, and brought the map over, and the card. He opened up the map, and slid out the card, doing a couple of sleight of hand twirls and flips of it in his hand, before flipping it first with the front facing him, then the rear side of the card. With another flick of his wrist, he made the card disappear, tucked into a safe, but concealed compartment within his jacket sleeve (or beyond). He then regarded the map for a couple of moments, 'imprinting' a copy of it into his eidetic memory (or at least just the 'general framework' of it), then he spread the map out a bit on the table in front of the two of them, and jabbed a finger at the map.
"Thank you for these. And...this is where we are, correct?"
His finger was a couple of blocks off, but it was more or less spot-on. He was a quick study, but even he wasn't infallible. Even so, he seemed to sense Luda's reluctance to hurry into the discussion that seemed eminent, so he raised a hand to gesture for a server, and ordered a heavily caffeinated beverage for himself - his specifications got a reaction even from the server, who had heard some really interesting orders before, but apparently not requests to condense the caffein from Espresso to such degrees where it could arguably power a rocket ship - and she went on her way to fill the order. When she came back, there was a tall, ceramic cup full of coal-black coffee, with cream on the side. Even as Max poured the cream into his coffee, it seemed to lighten far slower than was the norm for coffee, perhaps a side effect of his specifications. He raised the cup to his lips, took a sigh, then closed his eyes and sighed with ecstasy.
"Coffee.... Caffein...Espresso... what will they come up with next!" he mused to himself, before setting the cup back down, opening his eyes and regarding Luda calmly.
"I guess I was a bit abrupt in my introduction. I apologize if that was impolite." Loner。

"Here." Luda pointed out a location a couple blocks south-west of where he'd been pointing.
She said no more till he actually ordered something. "they'll have to start buying powdered caffeine if enough people order like you." she teased. pure caffeine was way too toxic for places like this. Only manufacturing companies and labs would have it. Here it was more impractical.
At his apology, she subtly nodded, but reached over to point out points on the map that had been marked but not labeled. "check out here, here and here." she indicated three locations which if compared to each other away from the map would have little in common. "Things are going to start getting interesting there in the next few days. Rumor goes the state's gonna ferret out some 'odd' citizens. it'd be nice if the state can report they've caught them. They don't even know they've been exposed yet." she spoke as though gossiping, but she wasn't getting this news from mere rumors. She'd done her own recearch of sorts on the matter, but couldn't give the potential victims a warning at this time. XARXU (OOC)
