NLHS, or Neon Lake High School, was founded by the late Sanctuary Authority leader, and serves as what appears to be a basic public school. Underneath the surface, however, there is a class of a few special students who have enrolled to be trained as future Authorities of Sanctuary. This training includes special classes, teaching students what is known about magic and the supernatural, their weaknesses, and physical education for fighting them.

Eden is a secret organization that hides inside the borders of Sanctuary. Unlike the dominant civilization, however, the small group of Eden includes those who have knowledge or possess magic or unique powers within their ranks, as well as a few mythical or supernatural creatures. Most members of Eden are people who have escaped the strict enforcers of Sanctuary and their brainwashing technology, and take refuge in various hidden places within the land. Some are espers, humans who have discovered that they have unnatural power, while some have discovered that they are not even human at all, and will be persecuted by the authorities. Eden works to hopefully one day overthrow the authorities of Sanctuary, and prove to the public that the supernatural is not a myth, does exist, and is not always a threat.
